Q: Are school districts required to have a licensed asbestos management planner?
A: Yes. The Texas Department State Health Services requires all school districts to either have a licensed asbestos management planner on staff or contract with a company for management planner services.
Q: Does TASB provide management planner services to school districts?
A: Yes. TASB's OnSite Services program provides these services to more than 500 districts across the state.
Q: How much will it cost to contract with TASB for management planner services?
A: Fees are based on the number of students at the district. See our table.
Q: How much will it cost to train a district employee to be a management planner?
A: First year

Q: What if I don't have a licensed management planner?
A: The Texas Department of State Health Services has set administrative penalties not to exceed $10,000 a day per violation. The lack of an asbestos management planner would be considered a violation. Each day a violation continues will be considered a separate violation. The total penalty will be the sum of all individual violation penalties.
Q: What is included with the OnSite membership?

Q: Are there any "hidden" costs with the OnSite program?
A: No. However, additional training costs may be necessary to bring your district into compliance. TASB provides the necessary training for your district environmental personnel. Your district employees are required to have this training:
- Asbestos designated person--8 hours (minimum)
- Integrated Pest Management coordinator--6 hours (minimum)
- Maintenance and custodial employees--2 hours (minimum) asbestos awareness
- Maintenance and custodial employees--2 hours (minimum) hazard communication
TASB provides this training at discounted prices for all of its member districts. Nonmember districts are welcome to attend the scheduled training at a different price schedule.
Many times, on-site consulting and inspections are necessary to maintain compliance with state and federal guidelines. Any of these services would be invoiced to the district at a reduced consulting rate. Districts are free to choose any consultant to provide necessary services.
