How Do I Join?


Joining the TASB OnSite Electricity Program

All governmental entities such as schools, cities, counties, and emergency service districts that reside in an electric deregulated area of Texas are eligible for membership in the program. This includes entities that are serviced by a retail electric provider (REP) on the ERCOT (Energy Reliability Council of Texas) grid.

To join and take advantage of the many benefits of the program, the following documents must be returned to TASB:

  • Interlocal Participation Agreement--This agreement is required to participate in the Local Government Purchasing Cooperative's purchasing program, through which the electricity aggregation program is currently administered. Participating in the interlocal entity assures that the district is complying with its competitive bidding requirements, because purchasing through an interlocal entity is one of the legally permitted methods of competitively procuring electricity.
  • Aggregation Agreement--This agreement is between TASB and the district and is required from all members of the Cooperative interlocal that want to participate in the electricity aggregation program. This agreement sets forth the obligations of both the district and TASB, as administrator of the aggregation program, and describes the services that are received by the district from its participation in the program.
  • Letter of Commitment-- This letter is signed by those members that have executed the above documents and is a confirmation of the district's desire to participate in a specific aggregation pool and includes any pricing limits or parameters for that specific procurement. Once this letter is signed, TASB will include the district's load in the aggregation pool. The district is then obligated to execute a supply agreement with the retail electric provider selected by TASB and at the price obtained by TASB, provided that the price is within any parameters set forth in the letter of commitment.
  • Letter of Authorization--This letter authorizes a retail electric provider designated by TASB to obtain the district's historical electricity usage data from the local delivery utility. This written authorization is required by law before TASB or a REP may obtain such data. The data is required for the retail electric provider to develop a price for the district or the aggregation pool.
